Abstract

Transport systems face unprecedented challenges: crippling congestion, the need for decarbonisation, and disruptive technological shifts. Addressing these complex issues requires transformative policy reform. Yet bold, reform-minded political leaders in the transport sector remain scarce. Rather than passively waiting for heroic individuals to emerge and champion necessary change, we must create conditions that enable and support leaders in pursuing ambitious reforms. This seminar examines the barriers to transport policy reform and presents an actionable framework to help leaders become bold reformers.

Biography

Russell King is a seasoned transport policy strategist with over two decades of experience across the UK and Australia. His career provides a rare 360-degree view of the transport policy landscape, having served as an elected London Councillor, Strategic Policy Advisor to both the NSW Minister for Transport and Infrastructure and the Premier, senior public servant, and advocate within leading peak bodies. As editor of the Transport Leader newsletter and blog—read by hundreds of transport decision-makers worldwide—Russell delivers actionable insights for leaders navigating an evolving transport landscape. His firsthand experience bridging politics, policy, bureaucracy, and stakeholder engagement uniquely positions him to address the systemic barriers to bold transport reform.
